Basically the sims 2 is very old and your graphics card is super powerful in comparison, the game neither recognises it nor knows what to do with it, causing various issues. So, applying the patch must have done something, even if it didn't work all the way. I looked at the log files, and it looks like this didn't work, but when I uninstalled and reinstalled the game without applying the patch, I couldn't even get the game to the point after loading the neighborhoods.
